Visitors to Kiev can buy a mobile phone with a SIM card, or simply put the SIM card into their own phone, and use it for both domestic and international calls.
All incoming calls, regardless of operator are for free. Some services are better than others. On an overall basis, we highly recommend the use of KyivStar.
If your cell phone supports such standards as GSM 900 or GSM 1800, you will need only a prepaid package - a SIM card and some money on account.
Such packages are provided by most Ukrainian mobile operators and can be purchased almost in every shop selling mobile phones.
